set postion balk comming to a stop NFHS
 
R1 on 1st base, LHP piviot foot on rubber hands at side starts to go into what seems set postion, but steps towards base and thows to pick off R1 without stoping in a set postion. In NFHS balk or Legal pitch?

The requirement for the pitcher to come to a complete stop, is necessary prior to pitching, not throwing to a base. The answer is it is not a balk or a pitch, but it is legal.

Legal pick-off move in FED, NCAA, OBR, NAIA.......
