LL Tourney MPR
 
In a run shortened game does ANYONE need to meet MPR?

We know that subs in a run shortened game do not need to meet MPR, but do starters? This is NOT addressed in LL tourney rules in regular LL rule book.

Ex.- Visiting team goes up 15-0 in top of 2nd (yes, it was not pretty). Can the visiting team mgr sub in his subs in btm of 2nd presuming that the MPR will not need to be met?

Nobody needs to meet MPR in a shortened game. Starters do not have to meet MPR before the substitutes are brought in, in any case. They do have to return to meet MPR later, unless the game is shortened.

Mandatory play rule. Number of innings starters and subs must play.
