Just curious why the NCAAA Rulebook has the mercy rule in it and no coferences or JC schools use it. My rule book is the 2001 edition, hopefully my 2003 should arrive any day. Is it in the new one still and why do they not enforce it?

NCAA Mercy Rule
 
I had 2 mercy rule D3 college games Saturday.
Double header, walked on the field at 1:00pm walked off at 4:00 pm with a 25 min break. It was great!

It's used around here -- but recognize that (by rule) it only applies to scheduled 9-inning games (not to 7-innning games)

Rule 2: Definition of "Ten-Run Rule"

By conference rule, or mutual consent of both coaches prior to the contest, a game may be stopped only after seven innings if one team is ahead by at least 10 runs.

Each team must play an equal number of innings unless shortened because the home team needs none or only part of its half of the final inning.
