Can a "hesitation" Be Legal?
 
Got into a discussion about pickoff plays when a runner is on second base.

If a pitcher is in the set position and raises his leg and slightly hesitates before either throwing to 2B or going home is that a balk?

The "without alteration or interruption" portion of 8.01b was cited.

If everything stops, it's a balk. If anything is moving (usually hands) it's legal.

Agreed. Chances of a "full stop" once players begin to shave approach zero.
