Pick-off from windup position
Rule 8.01 (a) In the windup position the pitcher may:
(2) step and throw to a base in an attempt to pick-off a runner Can someone explain how this works? Does it require that the pitcher step-off with his pivot foot? Stepping back with pivot foot is covered in (3). I don't think I have ever seen this attempted. |
The pitcher must step with his non-pivot foot towards the base he wishes to throw to, just like from the set position.

You don't see it tried because pitchers are typically in the set position with runners on.
To step and throw from the windup: free foot must immediately gain distance and direction toward the base -- anything in any other direction commits him to pitch to the batter. |
