Situation: Runners on 1st and 3rd, pitcher is in the stretch. The pitcher starts his motion, does not ever look at first, before he delivers the pitch, the runner from 1st in standing on 2nd base and the batter fouls the pitch. Does the runner go back to 1st or 2nd?

The runner must return to the base he occupied at the time of the pitch. Do you know the definition of the "time of the pitch"?

Apparently not.

Oo,

Unless the runner had touched 2B before the pitcher initiated his pitching motion, he goes back to 1B.
