I guess I can see where he's (dash riprock) coming from...however, it's kind of like getting a speeding ticket, once they're penalized for it (especially early in the game) they're less likely to do it again versus "having a little talk" with F1. Once you call it on him then you can tell him what he maybe doesn't know that he's doing that's illegal. It's a pretty simple..."let the batter get set before you pitch"

I agree that this can be a game management issue, and I too have dealt with it that way. I thought that the question concerned enforcement of a ruling of "quick pitch."

I did not mean to suggest that the only way to deal with the situation was to wait for the pitch.

In a recent game the opposing pitcher was taking the throw back from the catcher with his <b>pivot foot on the pitcher's plate</b> and immediately going into his set position

Would this have helped?

8.05 If there is a runner, or runners, it is a balk when -
(i) The pitcher, without having the ball stands on or astride the pitcher's plate . . .
