When is a conference charged?--Part II
 
NFHS Rules:

The Visitors are using the Third Base Dugout. The V-F1 and V-F2 are in their team's dugout when their team makes its third out of the top of the 6th inning. V-F1 and V-F2 take the field immediately to start F1's warm-up pitches to start the bottom of the 6th inning. The Visitor's 1st Base Coach who had stayed in the 1st base coaching box chatting with his team's batter who had made his team's third out. The Visitor's 1st Base Coach then proceeds across the diamond to his team's dugout and stops near the mound and chats with F1 while he is throwing his warm-up pitches. He then proceeds to his team's dugout.

Is this a charged defensive conference?

Im not picking...sir... I just stating that Bob has the correct answer so we dont need 50 more post in here about a 3 rule codes..
