Jim Evans Rules Annotated
 
Does anyone own a copy of this?

What are its pros and cons? And does anyone have one for sale?

You would be lucky indeed to find an older copy someone is willing to part with. Please be aware that there are some unauthorized pirated copies in PDF format out there. As at least one persone has found out Mr. Evans will enforce his copyright.

Good news - updated version is being edited now. Don't have a time frame yet but will advise when I do.

I have one.

Pro....at over 600 pages it is the most researched, detailed, serious and practical tome on the rules of baseball, their interpretation and enforcement. It is written by the man who, even after years of retirement, is still regarded by most ML umpires as THE rules authority. Despite having Roder on the WUA payroll, the ML rules committee is still known to contact Evans with rules questions.

Con....it is not only out of print, a few sections are out of date.

Unfortunately, reportedly the upcoming edition will be less detailed. This will be the first version to be marketed widely, not just those who attend his Academy, and Evans was advised that it would impractical (read: expensive) to keep it as lengthy as the original.
