Is a fielder's choice scored as on official at bat?

In summary:
OBR rules 10.02 "No time at bat shall be charged when there is :

1. Sacarifice bunt or fly.
2. Base on balls.
3. Hit by pitch.
4. First base award because of obstruction ot interference."

The answer to your question. Yes
