Runner on second, single hit to right field, runner misses the base at third, and is called safe at home. Pitcher goes to the mound, steps off, throws to third who steps on the base and asks for the appeal.

As third was not a force, does the runner have to be tagged, or is stepping on the base with the ball sufficient to call him out?

For an appeal, the runner or the base of the infraction (missed base or left early) can be tagged. The appeal must be "unmistakeable" and if more than one runner crossed the base, be sure they specify which runner they are appealing and why.

WHY?? I think it's because adults who are coaching
and managing them have taught them the fine art of the
"proper" appeal proceedure.
Probably the second most misunderstood baseball
concept after the Balk rule(s).
