Mike Gonzalez - Balk?

Has anyone seen Mike Gonzalez pitch for the Braves lately? He has developed a rocking motion as he stands in the windup before he starts his motion. Isn't this a balk? He is rocking left and right as he stands on the rubber. Isn't he starting and then stopping his motion?

This might be a balk if there were base runners, but with nobody on base starting and stopping is nothing. Pitchers start to pitch and stop all the time without penalty with nobody on base.

Mike actually only does the "rocking" thing from the wind up. With runners on base pitching from the stretch he does not do that.
