This is a pretty simple situation, but I'm not 100% sure on the call.

Junior High game, runner on second. The runner breaks for third on the pitch (stealing 3B). The pitch hits the batter. If the batter does not swing at the pitch, is the runner stealing 3B awarded 3rd, or does he have to return to second? I gave the runner 3rd and explained to the coach that sending the runner back to second would be penalizing the offense for a bad defensive pitch. Is this correct?

Incorrect ruling:

FED rule 5-1-1a

Ball becomes IMMEDIATELY Dead when:

a. pitch touches a batter or his clothing.

Therfore, in your situation, r2 should have gone back to second base.

The ball is immediately dead - runners only advance if forced. Runner should have been returned to 2B.
