Balk to Third?
 
Man on third less than two outs and the infield is in. Pitcher from stretch throws directly to third baseman who was not attempting a play on the runner. Is this a balk?

No.

Not really a debate, just answering the question. ;)

Here's why not (though you didn't ask): since by rule the pitcher can step and feint to third (with R3), he is not required to throw to that base. By interpretation, then, he may step and throw to F5 away from the base. (Note the required "step" here.)

And technically,
If he throws to F5 who is not in position for nor attempting a play, the 20 second clock is still ticking. (in fed anyway)
