Taunting
 
I don't have a rule citation, but I know that Fed basketball has rules for officials to utilize to prevent taunting and the problems it can create.

Are there any similar rules in baseball? Is there any appropriate action an Umpire can take to prevent taunting from the dugout?

Yes, in FED, players are not allowed to taunt or trash talk each other. Rule 3-3-1g :
SECTION 3 BENCH AND FIELD CONDUCT<o></o>
ART. 1 A coach, player, substitute, attendant or other bench personnel shall not:<o></o>
g. commit any unsportsmanlike act to include, but not limited to,<o></o>
1. use of words or actions to incite or attempt to incite spectators<o></o>
demonstrations,<o></o>
2.use of profanity, intimidation tactics, remarks reflecting unfavorably<o></o>
upon any other person, or taunting or baiting. The NFHS disapproves<o></o>
of any form of taunting that is intended or designed to embarrass,<o></o>
ridicule or demean others under circumstances including race, religion,<o></o>
gender or national origin,<o></o>
3.use of any language intended to intimidate, ……………..

PENALTY: The umpire shall eject the offender from the game, unless the offense is judged to be of a minor nature. The umpire may warn the offender and then eject him if he repeats the offense. The warning or ejection shall be made at the end of playing action. Failure to comply shall result in the game<o></o>
being forfeited. For coaches who violate g, h, i, j, k, or I, the umpire may (1) restrict the offender to bench/dugout for the remainder of the game or (2) eject the offender. Any coach restricted to the bench shall be ejected for further misconduct.<o></o>
A coach may leave the bench/dugout to attend to a player who<o></o>
becomes ill or injured.<o></o>

Yes. FED 3-3-1-g-2

The penalty is ejection, although the umpire may choose to issue a warning if the offense is of a minor nature.
