R3 0-2 count. Batter hits pop fly near 3rd base in foul territory. R3 interfers with catch while off base. Ball lands foul.

Since the ball landed foul, are we going to award B1 1st and call R3 out, or are we just going to call R3 out and leave B1 at bat with 0-2 count?

In OBR, according to J/R, R3 is out, and the batter is still batting with the pitch counting as a regular foul ball.

For FED, R3 remains on base, but the batter is out (7-4-1f).

Batter is only awarded 1B, and credited with a base hit when a FAIR batted ball hits a runner. In your situation, you're correct about the runner being out for interference, and the batter staying at the plate with an 0-2 count.
