For NFHS,

When is the runner called out for not running is the uncaught 3rd strike?

I thought it was written that if the runner leaves the dirt area around home, he is then called out. Can someone clear this up for me??

Did this also change for MLB or NCAA??

Actually, the "leaving the dirt circle" criteria only applies to OBR. This change was introduced in 2006 and became effective in MLB for the 2007 season.

For FED, it's:

...The batter-runner is out when:

i. on a dropped third stirke, he gives up by entering the bench or dugout area, or with two outs he does not attempt to reach first base before all infielders leave the diamond at the end of the half-inning;

Is NCAA the same as FED?

No. NCAA is the same as OBR in this regard.
