Use Common Sense

If there is no EXACT rulign on a pitcher stoppign his motion wit hno runners on, they why do anything? Does a pitcher stoppign his motion give the defense any sort of advantage? NO. So leave him be and allow him to begin his motion again.

Because there are rulesets where this is an illegal pitch and IS a ball.

Yes, like in FED. Which we have already debated ad nauseum in this forum. I personally have never called it, nor has any partner in any of my HS games called it. It's one of those "rules."
