B/R never touched first
 
Fed. baseball. Two outs in btm. 8th . runner on 2nd. score tied . pop up behind third. SS goes over and drops ball just inside line. B/R sees "winning run" score and stops short of first, takes helmet off , and goes over to celebrate with teammates. Before all defensive players cross foul line they throw ball to 1st base. visiting team mgr. argues with ump but to no avail. final score: home 2 ,visitors 1. I don't think the field ump saw the play but if he did what should have been the outcome?

Bring on the 9th inning. I don't think there is any issue.

If the umpires had seen the miss of first base the BR is out on proper appeal and no run scores as the third out was recorded before the BR obtained first base.

I don't think an appeal is necessary. BR stopped short of 1st this is just a standard force play put out.

I agree. What was the BU looking at, anyway? That is his responsibility to make sure the BR touches 1st base, and especially now that the winning run is going to score. My guess is he was "hipmotized" by all the excitement and forgot to do his job.
