I was doing an 11-12 year old game this weekend and in the begining of the game we recieve a game ball and line-up card and go over the ground rules. Team A hands me a line up card with 3 Eligible Substitutes on it and Team B hand me a line-up card with no Eligible Substitues. The game gets started and in the 3rd inning the coach from Team B takes out his catcher and puts someone in who was on the bench. Now the player he put in was never put on the line-up card under Eligible Substitues. The other coach comes out and says he is illegal player cause he is not on the line-up card , I look on the Line-up card and see he has no Eligible Substitutes and I dont alow the player on the bench from Team B to play. Did i do the right thing since he was not written in on the line-up card under the section Eligible Substitutes??

There is no requirement in OBR to list substitutes.

Baring local rules . . .

You just screwed up.

If OBR, like posted above, there is NO REQUIREMENT to list subs . . . IF there is a local rule then you lucked out.

Live and learn.

Remember that you only have to list nine players. I'm not even sure if you actually have to list the nine. What happens if a coach has 9 players but only lists 8? Does the player that he forgot to list become an illegal sub?

If nine players aren't listed, how can you resolve BOO?
