Why would you EVER adjust the fit of the helmet to accommodate a hat?
The proper way to wear a helmet is WITHOUT a hat -- as Nick said, the padding is designed to fit the head, not fit over a cap. The only reason some idiotic state or local associations are requiring hats is to discourage the use of helmets. No other reason.
I have both and use both, depending on my mood and depending on how hot it is outside. I think the helmet is hotter than the mask with hat and there's nothing to catch the sweat that my hat catches, but I'm not about to wear the helmet with a hat.
