In any rules, is batter interference always a delayed dead ball. Is there ant instance in which it is immediately dead.

By rule, no. In actuality, yes.

Let's suppose you have a runner attempting to score on a passed ball and the batter fails to vacate the area. If hit by the throw, in actuality the ball is likely to become immediately dead thereafter because the likelihood of getting the runner out, despite the interference, are slim to none.
