R1, R3, no outs.

R1 steals. Batter swings and falls across the plate, bumping F2. F2 fires to 2nd base and R3 takes off for home. R3 thrown out at home, with R1 safe at 2nd.

Your ruling (mention rule set if relevant)...

In your sitch, the BI creates a Delayed Dead Ball - up to the point that the outcome of the catcher's <b><i>immediate</i></b> attempt to retire the stealing runner is proved one way or the other.

If his immediate attempt does not result in the runner being retired, the play is killed and the BI is enforced.

In your sitch, (assuming the batter had <b>not</b> struck out on the pitch - (acknowledgement to LDUB)), the batter would be out and <b>both runners</b> returned to their TOP bases.
