Runner jumps over tag, player NOT on ground- Fed and OBR rule.

I thought I read an "outstretched arm" hurdle was ok in one of the fed books. Don't have them with me here to check.

That is correct - FED 8.2.1d.

So, under FED, if the player only jumps over the outstretched arm (or a prone player) in the umpire's judgement, it is nothing. If he jumps over the player who is not prone (& not just his outstretched arm), he's out.
