Runner on first. Lefty pitcher. When going from the stretch, the pitcher during his wind-up would hold his right leg up in the air and hold it there balancing on his left leg for a good 3 to 5 seconds or longer then throw to plate or first. Is this legal? It is not his normal wind-up from the stretch.

The pause constitutes a balk. Once a pitching motion is begun, it must be completed in a continuous motion.

Yes, balkarooni! This one is fairly common. I've had a hell of a time explaining that one to rats this season.
