Ok I umpired a 11-12 year old kids and this kid was quick pitching not even setting. He would bring his hands together and wouldn't pause he would just come to the plate. I called a balk and he said he doesn't have to set in the stretch position and you can't call a balk.

Any help?

That is not a quick pitch, it is a no stop balk.

I got a feeling this is small diamond. In LL with no lead offs, pitcher might not have to stop, I don't know.

If it is indeed Little League, then the pitcher is not required to come to a stop in set position, with or without runners.

In all other rules codes, the pitcher is not required to come to a stop when there are no runners on, but must come to a complete and discernible stop when runners are on base.

The NF says that a pitcher must stop with no one on base.

My bad, I didn't know NFHS had that gratuitious rule difference.
