Here is my question: I am confused about a foul ball being "live." Are only foul balls and foul tips that are caught "live?" Or are all foul balls live unless there is a time out etc? This has only come up once in my time as an ump.A foul ball was hit by the first baseman and caught. Runner on second tagged and went to third. I sent him back. Little League rules seem to be somewhat vague. I umped for six yrs. three yrs ago and just started up again this season for LL. Your help is appreciated as dumb as this sounds.

Michael,

A foul FLY BALL or for that matter, LINE DRIVE caught in the confines of the playing field (both fair and foul territory)(non DEAD BALL AREA) is live and in play. The runner has the right to tag up.
A grounded foul ball is dead and does not become live unitl the pitcher has the ball on the rubber and the batter is in the box.
