Playing OBR 16U Fall ball.
1 out - R3 & R2 2 umpire system.
Fly Ball to left, trouble ball near the line.

R3 holding on 3rd for the catch, R2 half way to 3rd. PU calls the catch, R3 takes off for home and is not played on. R2 heads for 3rd (never tagged up). R2 slides under F5's tag and is called safe by the BU. Lots of screaming and yelling that the R2 never tagged up. Finally F3 screams to F5 to throw the ball to 2nd. F4 receives the ball and says to BU "runner didn't tag up". BU now calls R2 out.

First question: Was this the correct procedure for BU (to call the play @3rd then wait for the appeal @2nd)?

Second question: if R2 was tagged out @3rd (now 2 outs) could the appeal still be made @2nd for the third out?

Yes -- but if there was a tag after all the "R2 never tagged up" screaming, it's possible that the tag could be the appeal.

As I read the play, the catch was the second out, so the tag of R2 would be the third out. In any event, the defense could still appeal the fact that R2 left second early, but it would have no affect on anything (in this play). R3's run would still count.

First question: Yes, But they could also appeal by tagging the runner as long as they made it clear that it was an appeal. The BU must wait for an unmistakable appeal before calling R2 out.

Second Question: No, a runner cannot be out twice. (Exception: Suppose the BR was called out at second for the third out and missed first base. The defense could appeal the missed base at first in order to cancel any runs that scored. That would have no bearing on your scenerio, however.)

As I read the original sitch it started with one out and the catch made it two outs.

Now we go to the play at third AFTER R3 scored.

Question #1. Of course you call R2 out at third for the third out. The lack of a retag is only considered on a proper appeal. So a proper tag at third would end the inning with R3 scoring.

Even if the tag at third was construed as being an appeal or if there was a later appeal at second they would be meaningless as there was no force at second and it would not negate the run.
