Saw in park league. high school rules.

runners on first and third one out ball hit to right field look like a trap but the umpire called him out. Runner at third tagged up and scored. Runner on first however didnt tag up and ran toward second. Ball was thrown in and the runner was tagged out for the third out? Does the run score?

I'm not sure if R1 was tagged out between 1st and 2nd base, or if R1 was tagged while standing on second as an appeal for failure to retouch. But either way this is a timing play. If R3 scores before R1 is tagged then the run scores. If R1 is out before R3 scores, then no run.

I don't have a FED rulebook, which would usually govern HS rules. But I'm pretty sure that the Official Rules of Baseball would be the same as the FED rules in this case. So, look at OBR rule 4.09 and the Approved Rulings which follow. The last one has your situation exactly (except any dispute over catch/no catch).
If you can't get a copy of OBR, don't worry-- LDUB has already given you the correct answer.
