What is the accepted method in determining a draw for a state district level Cal Ripkin tournament? Allegedly the draw for the tournament my son is playing heavily favors the host team.
These are tournament teams that have no prior ranking.

With our District and State tournaments we draw out the brackets and assign numbers to each starting slot. Then each team draws out of a hat to determine their number. Put the team into the proper place in the bracket and you are all set.

We have a 7 team district tournament running right now and one team gets a first round bye. Just happens sometimes, nobody can complain because the seeds are random.

It has worked for us for quite a while.
