Rule Book pg 4 - rule o.o1 #5. In bold it states "Waivers permitting a player to play outside of his geographical boundaries is not permitted in Babe Ruth League." Obvious there are exceptions. Who can make decisions on petitions to leave a current league?

Maybe I'm just dense, but can you rephrase what you are asking? Are you wanting to leave a league because they allow players to play outside their boundaries?

No, he wants to leave his current league, and play in a different one. But he is in the boundry for his current league, not for the new one.

In Little League, exceptions may be approved by a District Administrator.

There are no exceptions in Babe Ruth. Now some leagues might franchise the whole county, and have two or more different "divisions" and teams from one division do not play teams from the other division (ie as in 2 nearby communities). If this is the case you might be allowed to move from one division to another at the discretion of the league officers. But no Babe Ruth Commissioner is going to grant a waiver to let your son play outside the league's boundary. You need to move, or find another league near your home not playing Babe Ruth. babe Ruth has no jurisdiction over your son if he chooses to play LL or Dixie, or whatever.
