With a runner on first base, what are the OBR, & FED rules in regards to F3 holding the runner with one foot in foul territory?

Your best call, just dont go there. If a coach or someone complains, tell the player to stay in fair territory.

So now your gonna ask, well wonder if the players doesn't?

Be creative, as I always say find a way to keep players in the game. It easier on the them and definitely easier on you and your assigner.

FED & NCAA - must have one foot fair. FED penalty = balk. NCAA penalty = play nullified if defense benefits.

OBR - must have both feet fair BUT VIRTUALLY NOBODY CARES. You only enforce it if someone complains. OBR penalty = none (except tell the fielder to get fair and eject if he doesn't)

Partial Foot or Entire Foot?
 
Is the player's status determined like that of a batted ball? That is, if any part of the ball is in fair territory, the ball is considered to be in fair territory. So, if any part of the foot is fair, is the foot considered in fair territory?
