Does anyone have any by-laws; or, policies and procedures available that a recently founded association could use to get things set up in a responsible manner.

If my feeble brain recalls properly, NASO put together a set of such guidelines a few years back. Or maybe it was REFEREE. Anybody??

Yes -- Referee (or NASO) has a program called LOAN. No, I don't know what it stands for, but it is supposed to provide assistance to associations.
