Balk call
 
I would like someone to cite the rule that supports a balk call on this play:
Runners on 1st and 2nd, pitcher turns and steps toward second base and throws to the short stop who is standing 15 feet to the left of second base with no attempt to make a play on the runner who is now standing on the base.
