Fair or Foul
 
Is a ball determined to be fair or foul by where it passes over or around the base in flight, or by where it touches the ground after passing the base?

Depends:

If the ball has bounced before it reaches 1st/3rd, then the position of the ball as it passes the base is used.

If the ball is a fly ball passing 1st/3rd, then the striking point on the ground is used.

Better answer. I had assumed the question to be about a bounding ball, but I see that wasn't specified.
