OBR:
R1 on first, attempted pic-off by pitcher, R1 dives back into first. F3 blocks base before catch. Obstruction, is the runner awarded second?
Similar play, rundown between first & second, R1 heading back towards first, is obstructed. Does he get second?

When a play is being made on an obstructed runner the award is a minimum of the next base.

I'm not sure this is OBS in OBR -- but if it is, the runner gets second.
