If partially collapsed, catch. If completely horizontal, no catch. Apparently because a fielder can't be stepping on a completely horizontal fence without being on the ground past the dead ball "line'.

As far as the OP; I believe it is any full foot contact beyond the "line" and the base of the fence is the "line", as she steps on the ground and not the fence.
Although as I said earlier she leaves the ground with her right foot still in play before the catch.
