After. As BNR said, you can't get to the excessive timeout until you've granted it. Once you've granted a timeout, you take it. Plus, a normal timeout taken before FTs can always delay a penalty (with one exception) and the knowledge of how it may affect the game. Why should an excessive timeout be different?
