Please ignore location, effort, etc.; just about fly or not. Yes, the definition is any ball in flight, but for IFR purposes a line drive is not considered.
1) How do I judge it? Simple. Do I have enough time to shout "infield fly, batter's out" or "infield fly if fair" before the ball hits the ground or is caught? Yes? Okay, good enough for me.

2) I lean towards not calling it.

I haven't decided if I should call it from the dugout or the outfield. Apparently, both have really great views!
