No. As a dribbler you go by the three points rule (both feet and the ball). I don't see them all go over the division line, in fact only one foot for sure goes over.
He did pick up his dribble before the pass, but even at that point both feet need to cross the line, and I don't think they did.
Now, I'm at work so I didn't watch that closely, but I'm passing here.
