Let me rewrite this Situation.

Play: Team A: 50, and Team B: 50; 0:00.9 left in the 4th QT; A1 is awarded two FTs. A1 makes his first FT and purposely misses his second FT. The Ball goes directly to the Floor. A-HC starts requesting a TO as soon as it is apparent that A1's second FT is not successful but before A2 takes PC of the Ball. Ruling: a) If A-HC is not making a request of a TO at the the moment that A2 takes PC of the Ball, the Clock shall start as soon as A2 touches the Ball. b) If A-HC makes a TO request as soon as A2 takes PC of the Ball, then case could be made that the Clock should be remain at 0:00.9.
