Illegal Forward Pass by B

Score is A: 2, B: 0. Clock will start on snap with 2 seconds remaining in 4th quarter. A 2/4 @ B25. B#1 intercepts in B’s end zone, runs 100 yards and throws pass from A’s 1 yard line to B#2 in A’s end zone. Untimed down for B to attempt field goal from A 6 yard line or game over, Team A wins?

See Case Book, page 23, 3.3.4 SITUATION C (b) and SITUATION D (b). Where does the Rules Book support “a loss of down aspect?” Definition of aspect: appearance to the eye or mind.

See Rules Book page 63, rule 7.5.2.a PENALTY and note that there is no signal 9 (loss-of-down signal).
See Rules Book PENALTY SUMMARY page 90, illegal forward pass by B and note that there is no signal 9 (loss-of-down signal).

The game is over as there is no untimed down after enforcement. See 3-3-4 b 3 and Note: The score is cancelled in the event of an accepted penalty that specifies a loss of down.

This was fixed several years ago for the infamous "A88 play" where the receiver throws an IFP and gained an advantage under the then rules about untimed downs. Rather than looking at it from the LOD angle, the advantage was removed by eliminating the untimed down to follow.

In your play, A will accept the penalty, 5 yards back to A6, game over.

Penalty: Illegal forward pass (Arts. 2a, b, c) - (S35); intentional grounding (Arts. 2d, e) - (S36) - 5 yards plus loss of down - (S9)

It is there, although it can be misleading. In Rule 7-5-2 there are five Illegal Passes that are in "two categories." The first category are Illegal Forward Passes and they are identified in a, b & c. Signal 35 is used for these fouls. The second category is Intentional Grounding Passes and they are identified in d & e. Signal 36 is used for these fouls. The last statement in the Penalty Section applies to both categories ... 5 yards plus loss of down - Signal 9.

Correctly reading 7-5-2a ... An illegal forward pass is a pass after team possession has changed during the down - 5 yards plus loss of down. In reality, there is "no loss of down" after a COP because a new series always begins with a 1st Down (Football Fundamental II-6). However, the LOD aspect of the foul prevents B (or A) from gaining an advantage by fouling and having an untimed down.

Why is Team A throwing a pass with 2 seconds left in a game they're winning?

Sorry, couldn't resist.

Because with the win, they're in a 3-way tie where all teams are 1-1 with each other, and have identical record when considering common opponents.

The next tie-breaker is Point For, and just 5 more points gives them the lead in the PF category.

Edit: My college conference has no less than 17 different outcomes based on the results on the last week of the regular season.
