a player with the football is running down the sidelines,
his feet are in bounds but he is holding the ball out of bounds. his feet cross the goal line but the ball does not.
is this a touchdown? if not where would the ball be spotted?

There is this concept of the goal line extended that provides just for the situation when a runner enters the EZ with the ball outside the pylon.

As you might guess, the result is different for an airborne player.
