I am looking for some tips on the steps to go through when administering penalties. As the Referee on my newly formed crew, I feel we are hurrying too much and are not communicating properly with the sidelines and captains. Any suggestions?

I have seen the R/U/Wings meet at the dead ball spot to discuss the enforcement. Is this standard procedure?

When and where do you give the preliminary signal?

Does it change if the R is the one who called the foul?

What should the other crew members (5 man) being doing during this time?

Thanks for your help.

Situation last weekend:

A lines up for FG. Unlike on a PAT (when I have the whistle in my mouth and blow it dead soon as ball is kicked)) I always have whistle in my hand and telling myself "this is just like a punt." You guessed it. the FG was blocked. I began back peddling with the ball, R #4 scoops it up and in a moment of hesitation, stops, looks at me and is about to toss the ball to me (thinking he could not return it..maybe he thought it was a PAT or brain locked..who knows). my eyes got big with this..."NO I DON'T WANT THE BALL" look on my face. #4 realizes he can advance the ball, takes off and would have scored had he not slowed down initially and given K time to catch him.

two things entered my mind:
1. Always glad I do not officiate with my whistle in my mouth (exept on kicking formation on PAT) and was thankful that I reminded myself as I waited for the snap I told myself to treat this just like a punt.

2. Thought what if the kid did toss me the ball? I hopefully would have resisted the urge to catch it and instead let it bounce off my chest remaining live...

situations like this can create some discussion and learing so have at it...

I have one: The line of scrimmage is the 30 of B. Quarterback for A is in the pocket on the 37 when he is grabbed by the earhole of the helmet and his head is twisted. He is subsequently tackled on the 35.

Is there a penalty, if so, for what? Where is the enforcement spot?

We flagged for "face-masking" and marked of 15 from the spot of the foul (ie 37) to make it 1st and 10 on the 22.

This is a high school game.

Does the play clock get set to 25 (for the measurement) or 40 (for the injured defensive player)? Does it matter which official signals first, or which stoppage is the last to be cleared?

K is attempting a field goal. Holder muffs the snap and the kicker kicks the ball off the ground through the uprights. Choices
A.Successful Field Goal
B. Foul for an Illegal kick; if the penalty is accepted, penalize 15 yards from the spot of the foul and replay the down. If the penalty is declined the field goal is good.
C. Foul for an illegal kick; if the penalty is accepted, penalize 15 yards from the spot of the foul and replay the down. If the penalty is declined, the result of the play is a touchback by virtue of the illegal kick.
D. None of the above.

I feel the right answer is C, but thinking D because of the fact it is a touchback because of the illegal kick going into the end zone not the kick itself.

Any help would be appreciated.

Fed Rules.

In a varisity game, a newer official called defensive encroachment as a live ball foul after the play has started. Obviously, this is a dead-ball foul using NFHS rules and the play SHOULD have been shutdown. After the play, the crew discussed how to enforce the penalty. On the play, the runner gained three yards. The crew enforced this as a live ball foul from the previous spot and replayed the down.

This happens quite often with newer officials at the lower levels. How would you enforce (or not) this in a varsity game?

I am not a football guy but I am trying to help out a family who has a son that is starting to play.
The coach has told these kids a few strange things and I want to help this family avoid buying some shoes that the kid may not be able to actually use.
Any help or if possible a quote from the rule book as to shoes and cleats would be greatly appreciated.

NFHS Minnesota only

In Minnesota, there was emphasis about cleaning up how we wind and stop the clock. Specifically they made reference in the online rules, not to wind the clock on a first down inbounds before stopping the clock for the first down to reset the chains. Just stop the clock. Then with the chains reset the R will wind the clock.
1st and 10. A1 catches a 5 yard pass near the sideline but is driven back and out of bounds. I give no signal but the clock operater stops the clock thinking the receiver was out of bounds. Can we wind this to indicate forward progress and inbounds, thus keeping the clock running?
I realize the clock operator made a mistake, but it isn't a problem for me to wind the clock. It's all about communication, right?
