College Rule
 
What is the rule on free throw lane members?

Can they leave the spot on release of the shooter?

What about non-free lane players standing outside the 3-point line? When can they move - on the release or when the ball hits the rim?

Players in the lane can enter once the ball is released. The free thrower and everyone else not in a lane space can't enter until the ball hits the basket, backboard, or the free throw ends

RULE 9 Violations and Penalties
Section 1. Free Throw
Art. 2. After the ball is placed at the disposal of a free-thrower:

e. No player shall enter or leave a marked lane space or contact any part of the court outside the marked lane space until the free-thrower has released the ball.

g. Players not in a legal marked lane space shall remain behind the free throw line extended and behind the three-point field-goal line until the ball strikes the ring, flange or backboard, or until the free throw ends.

They can move whenever they feel like it. They can jump up and down and do handstands. They just can't enter the plain of the free throw line extended or the 3-pt arc until the ball strikes the ring, flange or backboard, or until the free throw ends.

The release of the shooter? From where - prison? Do you mean the release of the ball?
